I think it could be a nice touch if the chiseled bookshelf could not only be used in an enchanting setup (1/6th of the effectiveness per book) but that placing enchanted books in the bookshelf would "decode" the potential enchants for an item. It wouldnt change anything else about how enchantments are assigned, so all rarities would be preserved, but it would change how they are displayed in the UI. I also think it would be nice if each enchanted book gave more of a bonus than regular books when in chiseled bookshelves (maybe 1/3rd per book instead of 1/6th). Another alternative idea is for an enchanted book to increase the chance of getting a certain enchant (obviously up to a threshold, perhaps 2 or 3 times as likely)
For example. In the current system, say you are trying to get a silk touch pickaxe. You would have to keep enchanting the pickaxe over and over until you get what you want. However with this system, you could place a silk touch book into a chiseled bookshelf and then instead of having to spend 3 levels every time, you could save those 3 levels for when you get silk touch book as a reward for progressing in the game
