I believe this same problem applies to boats, item frames, pictures, and armor stands: Despite being entities, they are treated like blocks because they are placed.

The thing is, observers would still need to search for very general things, such as all logs or all bricks, otherwise there would be an absurd number of new observers consuming game memory.

This is true, but Dynamite is made of Silicious Nitroglycerin and is not the same as Trinitrotoluene (TNT). Sorry, but I learned the difference when researching a paper.

Cool idea, but you might want to change the name since "Barack" would refer to Barack Obama. Or, it would be misspelled as "barracks" which is a sleeping quarters for soldiers.

Detecting fences would cause creepers to blow up villages as well, so it wouldn't work the best. Also, avoiding creepers used to be a feature of mobs, but it caused way to much lag.
