The devs decided not to put rubies in the game because one of them is red color blind. And, I doubt they'd like to make Netherite obsolete after just adding it.

The wood axe part is weird, "storm dust" is definitely op, why is it it in the nether if there isn't even a sky in the nether, and how, if at all, would it work in the nether.
