3. Smithing Table lets us both upgrade and sidegrade

I think the upgrading part might be a bit op as is. If after upgrading thevtool to the next tier, it starts at around 25% durability, then that might help.

So, these cloud blocks would stay wherever placed? That would be great for building atmosphere into custom environments.
