No, because emeralds are a currency for Villagers and are really rare to find while mining. It think having emerald armor and tools would sorta be wither unused or mess up the economy.

NO! THAT WILL RUIN THE GAME! Saddles should not be craftable because then it wouldn't be rare and cool to have a horse. Just go exploring and fishing to get a saddle guys.
