I hope I get credit for this.
With the knowledge of:
Fact, snow golems "melt" take damage in the nether.
Fact, snow golems "melt" take damage in the desert.
Fact, Powered snow gives freeze damage.
I propose that when a snow golem is standing in one block of powdered snow, that the "melt" damage affect from being in the nether or desert is negated by the balance of freeze and heat differences.
This logic might be extended to apply to players and mobs in "hot" biomes taking less or no damage while standing in powdered snow and wearing no leather armor.
