Please implement/bring back the elytra durability changes in 1.18 snapshots

During 1.18 snapshots we were promised an elytra balance update that buffs the durability of elytras as long as they are not powered by fireworks.

This was a big reason for me to update my world and I originally planned to build flight stations all around my world so that I could simply glide and explore.

Please bring back this change, even if you have to change it a little bit for balancing's sake.
