Using bone meal on kelp and bamboo increases their max growth

Using bone meal on a fully grown kelp/bamboo block should increase their max growth by up to 24 for kelp and 16 for bamboo, Also add a different texture for kelp and bamboo on the top after they reach their growth limit so players can tell when they are fully grown and can no longer go taller
