Enchantments are already great for treasure items, but usually they are left simply because they aren't that useful or unique. I propose to mix things up with prefixes and suffixes!
Prefixes would be single adjectives such as Legendary, Shiny, Decorated, Fine, Quick, etc. They would modify an item's attributes and as this can already be done using commands, why not have some naturally generate?
Suffixes would be in the form "of <Withering, Gloom, Doom, Dragon Slaying, etc>". These would add abilities that would affect the thing it's being used on (possibly with potion effects.)
Prefixes, suffixes, and enchantments could be combined by chance creating more complex treasure items (these can be balanced in generation, of course) and they don't only have to be for tools and weapons. A "Shiny Apple of Doom" for one, sounds awesome; and two, could potentially change how consumables are used for the better. However, a potential problem with this is that prefixes and suffixes might have to be broad or vague. A single word would have to give different properties depending on the item it is on. Having prefixes and suffixes exclusive to certain types of items could also be redundant, however, there are already some fairly redundant enchantments.
