Give Enchanting Tables A Proper Inventory

The most frustrating part of using an enchanting table is having to keep lapis in your inventory inbetween enchants; adding persistant inventory to the enchanting table that holds lapis, similar to how brewing stands hold blaze powder, would be a small fix that improves the user experience of using an enchanting table.
