Luck should affect other loot tables

Right now only the fishing loot tables uses "quality" and because of that the Luck potion and the Luck effect can only be used tu bust fishing, but for a point of view of data pack and mod creating it's also very interesting to have some control over the quality of other loot tables like piglin bartering.
