Adding item's propeties with enchanting system with smithing table

I thought Why we cant add features to tool items without using enchant books and table, So what if we could add item propeties with smiting table? not only netherite. Here example, we cant mine fast under water, so we upgrade this with smithing table using honey bottle, so we get oily I so we can mine fast under water. another example, we can use slime balls/blocks to make fall protect. also, we can remove features from these items using grind stone, stone cutter, or new job site block(dismantling block), so we could get few item or related item that we added. and It cannot be applied more than once and it dont have multiple lvl (no I, II, III)
