Lightning doesn't do much damage at all (only ~5), making the Channeling enchantment even more useless in terms of PvP, and making natural lightning itself non-threatening. You also don't get hit as much in the first place. It should be more of a "powerful force of nature". Here's my thoughts:
Player Strike [Concept System]
During a Thunderstorm while exposed to the sky, your chances of being struck slowly increase. For example, on Normal Mode, it starts at 3%, so every second out in the rain, there's a 3% chance of being hit.
However, every 0.5 seconds (10 ticks), the percentage goes up by 0.10-0.50% (Easy), 0.75-1.00% (Normal), or 1.25-1.50% (Hard) [Numbers are randomly picked within the hundredth decimal place, or 0.00].
That means if you stay outside for too long, there will be a time where you will get struck. When you do get hit, the Player Strike meter resets back to its default number.
The moment you get inside, your individual Player Strike meter goes down by 0.1% every 0.05 seconds (1 tick).
While on the topic of "powerful"...
NATURAL lightning could deal 10 Damage, but also deals 8 Magic Damage. No matter what armor you're wearing, you'll still take a big hit.

Overall, I really do think lightning should be buffed, especially for damage, but also increasing the chances of being struck in the first place.
