Copper Spawners would be empty Mob Spawners crafted by surrounding an Echo Shard with 8 Copper Ingots.
By themselves, they do absolutely nothing. They're not even lit.
But if you were to attach a Copper Spawner to a true Mob Spawner with some Copper material (perhaps Copper Pipes, but if not that, Copper Blocks or Lightning Rods), then one could light the Copper Spawner with Blaze Powder, transferring the true Spawner's utility to this new Copper Spawner.
Only one Copper Spawner would be able to adopt the Mob Spawner's function at any given time. If the connection is severed at any point, the Copper Spawner would become inactive and must be lit again. If the development team were to implement a range limit like with Redstone, then Copper Spawners could also serve as non-summoning "repeaters" between the true Spawner and the final Copper Spawner in the chain.
The benefit of Copper Spawners is that Players will be able to make Spawners they discover more accessible without making them portable in the traditional sense. Any Players that do not wish to build with Copper Blocks might also feel motivated to mine larger quantities of Copper than they usually would, while also expanding upon the function of Echo Shards.
As for why the recipe includes Echo Shards? For one, I feel like this is a feature that Players should ideally work for. And secondly, the Copper Spawners copy or "echo" the true Spawner.
