Mobs with Fire Resistance effect won't avoid fire and magma block

A mob will take damage when it is burning, it will avoid the fire and magma block, and some nether mobs(Immune fire damage) won't avoid fire and magma block.

Other mob(include piglin) shouldn't also avoid fire and magma block when they get Fire Resistance effect
