Nullifite is a magical block that absorbs magic, so it will absorbs your magical properties if stepped on. It can be found either in the chest of the ancient cities or in the deepest part of the end island. Maybe that's the reason why the ender dragon was still trapped. Those blocks might be the reason why she is still killable even though the dragon was formidable, it was weakened by nullifite. It will be useful for when you were blinded by darkness effect or poisoned by the witch, nullifite will buy you some time as you kill or escape the mobs responsible for that effects But the downside is, those strength potions and golden apples will be powerless because it's magical properties are absorbed by nullifite. You can still take damage on top of it, damaging was not magic. So use the nullifite block wisely
