Disabling Player Reporting Features in Offline Mode Servers

In Offline Mode (online_mode set to false) Java Edition Servers, players may join using accounts of other players as the server does not verify the integrity of the user. If Player Reporting Features are also enabled in such servers, false bans may occur to users irrelevant to the violation of rules.
