Add mods without a external client

I think that there should be an option in the mc launcher/settings where you can add and browse community mods. This way Minecraft could review mods they don't like and take them down, and be able to easily see what mods the community likes. Getting something like this would also mean that users wouldn't have to get some external client to mod Minecraft.
