While we do have tan-ish blocks in the game like certain woods and sandstones. Their textures are very apparent. They are still pretty good but sometimes they can't fit particular niches.
I initially got the idea for tan wool because I was building a desert tent and couldn't find a block that quite fit the style. I stuck with brown wool but thought tan-ish wool would look much nicer.
Now for implementing it... I imagine if you add a new color to wool; I would assume all the other "color blocks" would have to follow pursuit. I'll leave the imagination to come up with a good way to obtain tan dye.
I always think adding more variety to Minecraft's colors is always a good thing.
