Parity with Mud Blocks - Hardening Concrete with Water Bottles

1.19 has given us the ability to create mud from dirt by applying water bottles, this "soaks" the dirt block. This mechanic could be added to powdered concrete, the block sizes are the same so logically the same amount of water could be used. This would enable the new farm designs for creating mud to be utilised to harden concrete.
