"Jetstream" Elytra Enchantment

I had an idea for an enchantment for Elytras named Jetstream (perhaps having 1-3 tiers similar to other enchantments such as Unbreaking) in terms of function i could see Jetstream working like this; when the player reaches high speeds, they can swoop down like a hawk and deal damage to whoever/whatever they make contact with! maybe they can even leave a smoke trail similar to that of Phantoms!
