The goal for the player to get enchantments is not to use the enchantment table, it is to use villagers to get a specific book. It is rarely used, even for the early game which can only help gain level 1 or 2 enchantments, such as protection on iron armor.
I suggest a change in the mechanics of the table, instead of giving a random enchantment with only one of them showing on hover, it will offer 3 possible enchantments at level 1, this for an unenchanted item. Also, it will be possible to upgrade enchanted items, for example by putting a hoe with unbreaking 2, the table will offer upgrade to unbreaking 3 at the cost of 3 levels and 3 lapis lazuli (or amethyst). This will be more rewarding for those players who reached level 30, because assuming getting protection 4 requires 4 levels, doing the math, level 30 will be enough for 3 pieces of armor with protection 4.
This mechanic is from the Eidolon mod, which I'm not the creator of but I think is pretty brilliant.
Also, the old mechanic can remain, giving amethyst the role for this new mechanic to appear.
I think the amethyst and the enchantment table are items with poor usage, the first one is used only for the spyglass and the other one is little used due to its inefficient cost/benefit ratio. Amethyst has great potential to improve the magical aspect of Minecraft, so I think it's not about adding unnecessary new things, but rather reworking what we already have.
