This idea also involves my Creating Blueprints post, that may not have come out yet.
I think that in creative or survival, there should be a gamemode that allows editing and changing of unloaded chunks. It could be switched to with commands or used when the game starts, before world generation. It would allow you to make new biomes, structures, and more, using existing blocks. The gamemode would involve a blank world with only a grid. You could use a list at the top to find structures, biomes, and features, and edit them, as well as creating your own. It would be similar to creative mode, but without any player icons, and no mobs, just spawn parameters that could be set up. Also, there could be complex block fill tools. You could create the generation protocol for structures, and set the grass colors, water colors, and fog colors for biomes, and set their dimension. This would make it much easier to create large maps without modding or spending hundreds of hours of work. The world map could be edited as well.
I think the best way to make this would be to have a folder within the world save file that the game refers to, and then overwrites the map and world design with the contents of the folder.
