This new enchantment would have 4 levels- Oracle I, Oracle II, Oracle III, and Oracle IV. Its primary items would be swords, axes, and tridents. The secondary items would be pickaxes and hoes. The enchantment cannot be put on bows.
This enchantment is mutually exclusive to both Looting and Fortune- meaning that it has a lot of use for weapons but not so much for pickaxes. However, the xp multiplier for pickaxes is much higher than weapons. This makes mining nether quartz in the Nether a much faster & effective strategy for getting levels, however it isn't afk-able in the same way that mob farms are.
This enchantment doesn't simply increase the number of xp-points that an xp orb gives you. It only changes the amount that mobs or blocks drop- meaning that it won't increase xp from other sources such as advancements or furnaces.
While hoes are a part of the secondary items list, they will increase at the same pace as the weapons. This is so that mining sculk won't be a better xp method than just killing the mob. This will keep the conversion rate of 1:1.

Oracle is a treasure enchantment- meaning that it cannot be obtained at an enchanting table. You can only find it through villager trades, loot chests, and applying enchanted books.
