Tangleweed (New Aqautic Plant That Slows Players Caught In It)

Tangleweed is new aqautic based plant for swamps and deep oceans that slows players like cobwebs, making aqautic mobs like drowned much more scary. This also could act as a obstacle to prevent players from entering under water structures. Casting an fishing rod into it snags the line and uses up some of the rods durability. It can be harvested and placed using shears.
