Effect timer should only display *:** after 1 billion ticks

So far, we can only pinpoint the exact time any effect lasts after it goes down to 27 minutes 18 seconds, or 32766 ticks. I propose that the effect timer only shows *:* after1 billion ticks, so we can know the exact time for effects like hero of the village and bad omen (and, effects from commands) when they have more time left than 27 minutes and 18 seconds.
