Quartz should be available where there's podzol

Podzol develops under forests on sandy material that is high in quartz. You can't have podzol without quartz.

I rest my case.

    Quartz is in the nether though. This would make it too easy to get quartz.

    Maybe it would be an impure quartz that you refine into shards then combine into quartz crystals.
