Improved axolotl spawn rates

The axolotl should have a higher chance of spawning in Bedrock Edition. Java has a much higher and so, much easier time finding axolotls since their spawn chance is higher. It would make it much better if we could get axolotls just as fast as Java players.

    YES it is just so annoying how both the versions feel like different games
