Currently, the elytra is hands down the best method of transportation, there is no alternative that provides better speeds at little to no set up required.
To fix this, elytra could have a debuff, just like the 1.18 snapshot which changed the elytra, fireworks could have a much lower flight duration and they would use up the elytra's durability. The elytra's durability could be cut down significantly and to counter this, gliding wouldn't use up any durability. The elytra's maximum speed could also be halved.
To counter all of these changes, minecarts could get a significant buff to make them a viable option. Rails could cost less to craft and minecarts would have a significantly higher maximum speed.
I think these changes would be very welcome to the game because they keep the elytra's usefulness for medium distance travel but if you want to connect two places which are far apart, minecarts are a very good option due to their ease of crafting and higher speeds compared to the elytra.
