Grass' and leaves' colour are affected by the biome they are in. Kelp and seagrass should do the same thing. They could be a darker green in cold ocean biomes and a lighter or warmer green in warm ocean biomes.
This would also help in the increasing freedom that packmakers are getting in the recent updates. For example making a custom biome with red kelp and seagrass, while still maintaining green seagrass in the vanilla biomes would be possible.
Preferably this would apply on the "layer0" of the model so that additional textures can be added on top.
