Filling bottles from exposed water logged blocks

I want to be able to fill up a bottle of water from stairs that are placed in water, I have them In my sugar cane farm and it would make more sence to have them filled from there, but only on the side that shows water. it would work for blocks like fences and stairs/slabs.
