Noteblocks are extensively used in redstone devices and we have come to expect them to be silent when any block is placed above them. The change made in 22w13a that requires wool blocks to silence note blocks would result in many redstone devices from becoming noisy, and annoy many redstoners and those that rely on them to make devices.
A simple example is of an observer tower that alternates between observers and noteblocks, which would become horrible to be near if the observers cannot silence the noteblocks.
Since wool blocks already silence noteblocks, there is little reason to make this exclusive to wool. If the goal was to allow hoppers above noteblocks for Allays, then hoppers could be made the exception. However Allays don't even have a high enought precision to drop it into a single hopper.
A compromise is that any block that completely covers the noteblock silences it. This would allow hoppers to be placed above noteblocks, but still allow many other blocks to silence noteblocks. Though this still would not be ideal, it would be accecptable.
An alternative is to add in a new block that act the same way as noteblocks pre 1.19, but produces no sound at all. This means that it can be right or left clicked, and activated without producing sound. This would be a very welcomed gift to the technical community.
