Phantoms are currently seen as an annoying mob by much of the community, but being able to cure the phantom might bring some love to this monster of the night skies.
Curing a phantom would work in a similar way to how one would cure a zombie villager, albeit slightly different. When a phantom spawns and swoops in to attack the player, a throwable item (such as a snowball) can be hurled at the phantom. If hit, the phantom will land on the ground stunned, where then the proper medicine can be applied. I believe a good curing food could be glistening melons, as it currently only has a use in brewing healing potions.
After a short while, the phantom will be cured and turned into a phantaray. This phantaray, while no longer able to go on land, will be able to peacefully swim in the lakes and seas of your Minecraft world. As for a use to this new sea-flappy friend, I believe that it should provide some sort of limited aquatic buff, such as how the Dolphin applies dolphins grace, or it could just be a friendly companion to swim around with in the depths.
