item to place blocks in open space (magic wand)

a "magic wand" item that can be found but not crafted that allows the user to place blocks out in space rather than requiring a block to place against. 

to place a block out in open space, the wand must be in the left hand. Hold the block place button and a glowing spot appears in front of the player, at the maximum block place distance, and the block that would be filled by placing is highlighted. Then, the player is able to move the "cursor" closer to the player, or back out to maximum placing distance as long as the block place button is depressed. In order to place the block in "on" hand, simply press the attack button while the block-place button is still depressed. 

while the wand is activated, it produces from the cursor, as in a glowing dot out in space in front of the user.
