I've been playing around in the newest snapshot and I think the feel of the ancient city is really good and eerie. I like that there are no mobs because it makes it feel deserted and lost.
One thing that I think could make it even creepier, and help the player understand that they're supposed to be quiet, would be a new passive mob that lurks in the shadows of the deep dark and is afraid of everything. And when a player is being noisy, they would shush the player so they know to be quiet.
I think by adding the "shhhhh" noise every time the player is being noisy would be super creepy and feel like you've stumbled upon something you should be scared of.
I don't know what the mob would be like honestly, and I don't really want to try to think of it because I know the devs would think of something way better than me. But my first instinct is something small like an endermite that is afraid of light and noise and anything near them. They would find a dark quiet corner and hide as long as they can since they know about the warden. Because they path find into the darkness they could even fulfil the function that the Glare was meant to have while they're on a lead.
