The problem with adding new tool tiers is worrying about the player getting too powerful, and the bland nature of basic upgrades. However, adding new tool tiers gives the player more to strive for. That's why new tool tiers can't just be basic stat improvements, and ethereal gear will achieve that.
Ethereal gear would have the same stats as diamond but with magic powers centered around projecting. These tools would cast a ghostly projectile of your tool and would stop once it hit a mob, or it mines 5 blocks. Enchantments will have the same effect on the projectiles as the tool itself.
The armor would function differently as any piece will let you use a repulsion ability. If you crouch, your ethereal armor would have a charged aura. If you un-crouch right after an enemy attacks you, it will create a repulsion that flies everything around you into the air. The amount of ethereal armor you have would increase the knockback, and the level of thorns would increase damage.
These abilities would change gameplay significantly and would utilize enchantments, warranting it being a set of gear. As a smiting upgrade, it would also give decision-making to the player to choose this over netherite. This should be the philosophy Mojang has if they want to make future sets of gear.
