Wand?

There could be a Ranged weapon that is a wand that has a rare chance of dropping from witches, it shoots a small fireball that lights the target on fire, the ammo it uses could be something like magic powder that is also dropped from witches, the wand will have a cool down depending on how much damage it is made to do, for example if it deals 7 damage it could have a 5 second cool down or something like that.
