Potions + goat horns = vertical potions.

Now this could either be done by using goats horns in place of a potion bottle in a brewing stand or a goat horn crafted with a standard potion but the use would be the same, upon use the potion within would rise out of the horn as a column of fast moving bubbles, affecting anything above you, allowing you to hit those wearing elytra, the ender dragon, phantoms or even for use underwater on mobs above you on the surface. Dispensers like with potions could be used to automate this process, allowing effectively potion geysers. Much like potions there could also be a plain water variant which could be used a bit like a hose or fire extinguisher, the direction you blow the horn in is the direction the water goes thus allowing easier fire extinguishment as well as the potential for waterfights.
