You are assuming that Mojang/Microsoft want people to develop mods, when it really is the community of very dedicated (and many more not so dedicated) modders that keep the modding world alive.   So I would not hold my breath on any modding help from Mojang/Microsoft.

Every sign is that they very much would prefer if all mods went away, and that the only reason why they have not fully blocked mods is that they would lose a huge number of customers.

Here are some of the many things against mods:

    - The EULA allows them but its wording is such that it makes it almost pointless to maintain a mod unless it is for yourself.

    - There are no built-in stable modding APIs that people could use with faith that their mods would not break.  Forge and Fabric do their best, but it is not enough.

    - Documentation for modding is very spotty, and often obsolete.  Tutorials are really more like "examples" for special cases than actual tutorials.  I have not found a single comprehensive tutorial that systematically teaches all of the necessary concepts... like what a professional educational material writer would make.

    - The modding sub-forum at the minecraft forum is largely a dead zone for answers.  Lots of people ask for questions, but you very rarely see well intentioned and helpful replies.  It is pretty obvious that there isn't even one Ms/Mojang developer trying to answer questions.

My recommendation for all but the most stubborn and dedicated is to run away from Minecraft modding.
