What role did the Illager High Council have in Arch Illager's Reign?

Why did the Illagers want to continue or progress the Arch Illager's legacy? Can we see a cutscene when the Prime Enchanter, Supreme Evoker, and Grand Illusioner leave the Arch Illager's Reign? Please, I want to know what inspired them to start their council, and if there are other Illager leaders. The Illagers are an excellent concept, and I hope many understand their importance as well.

  As I understand it, the illagers were greatly deprived of power after the Arch-Illager fell, and they wanted to regain it.
