Note Block Singing (Allay/Parrot Function, Custom Records)

We know that Allays like Note Blocks and dancing to Juke Box records, but did you know they also like to sing? Allays will remember any compositions that they hear played on Note Blocks, and sing it back! Parrots also have this feature, and Allays will even take it one step further- if they are given a Blank Record Item, they will even record their musical memories onto the Record Disk! This way, you can now make copies of your Note Block compositions! Whether you want to do this, or just populate your world with sweet singing voices of Allays, you now have many more ways to use Note Blocks to fill your world with music! Note: not sure what category is best, this involves new sounds, new items, new mob behavior, and new block functionality. The singing Allay is a double feature, in addition to sounding nice, it also helps you to know which song the Allay is remembering as you make copies of your records, which could require many iterations.
