Soul speed I negates soul sand

There 3 levels to soul speed enchantment. With every one the speed you gain on soul sand and soil increases. My proposition is that soul speed I negates the slowness inflicted by soul sand and level II and III stay unchanged. It would be easier to traverse nether or custom made terrain without the changing pov (as you speed up and slow down).
