Currently: Adding to loot tables in the vanilla game does not allow data packs to work together well. For example, if multiple data packs try to add one item to the mineshaft loot table, only one of those items will be added, because the highest-level data pack will override everything below it. To get around this kind of behavior, pack creators or users have to create additional "overlay" data packs, overriding the loot tables again so that items from both original data packs are included.
Suggestion: Create loot table tags. Redefine loot chests, entity drops, and other loot table calls to call a loot table tag instead. These tags could have the same names and file structure as the existing loot tables, because in vanilla each tag would contain only one loot table (the vanilla data). This way, multiple data packs can add to loot tables, without extra data packs needed for compatibility. (The current overwriting functionality would remain available, as pack creators could overwrite the loot table tag (with replace set to true) to include only their own loot table, blocking the loot rolls of packs with lower priority.)
