Both of my proposals would work as a vanilla accessible form of the debug stick, with the addition of Face Orientation.
.
(Face Orientaion & Rotation Item) This is an item that will rotate the faces of blocks and can Rotate blocks too. Most likely a wrench, Copper or Iron.
.
There's many blocks that have beautiful textures hidden underneath and limit the Block as a ceiling use only, but adding this wrench item would make said face placeable to any side. Builders would go Crazy for this. As an example for the Rotation aspect, you could change the orientation of glass panes to still be wide, but not link to blocks/panes next to it. Same goes for fences, wall blocks, ect. As a bonus this could rotate slabs too, instead of having a block called "vertical slabs".
.
(State Change Item) This works more similarly to the debug stick, it allows a player to shift the state of a block to be different to what it's basic mechanics decide. For example, this would change a fence block to disconnect itself from a fence block adjacent to it. You could make different fence types that don't typically connect to eachother, connect. Change a glass pane to be stand-alone. A Hopper's Feed direction. Shelf blocks, ect.
.
Maybe this can be a magical looking item if it changes states for crops, or making something waterlogged, or making grass into snowy grass, leaves into thier white snowy form. It should be craftable though, maybe using amethyst or something magical.
