Ice Cave Water Applies Freezing Effect

I think it would be pretty cool for the water underneath the new Ice Cave crevasses to give the freezing effect. I believe the best way to add this would be similar to the potent sulfur block, with blue ice at the bottom of a water pool giving mobs and players in that water the freezing effect. This would also allow players to create freezing pools anywhere in their world.
