Many players who are young, lack fine motor skill, or are simply inexperienced with the game's controls use "Peaceful" as a way to experience Minecraft without the stress that comes with the game's PVE elements. However, the mode's main function, removing enemy mob spawns, also makes it so that players in "Peaceful" mode are playing an entirely different game.
Difficulty options should not limit what a player can accomplish within a game, but in Minecraft, playing the game at its easiest makes it impossible to obtain items like Elytra without glitches. Additionally, players who choose to play on "Peaceful" mode are still going to experience some of the game's more frustrating elements, like losing their inventory when a fall, lava, or suffocation kills them. It makes sense to include "KeepInventory" when Peaceful mode is enabled.
Seeing as how Minecraft is a game that's played by people of every age and skill level, it seems like a massive oversight to prevent players from playing the full game at their desired skill level, unless they simply "get good" which some players cannot do.
