Frost block

The frost around the base of icicles should be turned into its own block called "frost." This block would spawn in cold biomes when a block beneath a solid block is randomly ticked. Frost would be purely decorative, making bases in cold biomes look colder without being too much (like what you get with just putting icicles.) To avoid being annoying, frost would be instantly broken and only able to be picked up with silk touch.

  It could be like ice vines, being put on the roofs of houses and spreading down a block
