Make bedrock Wind Charge as strong as Java.

Unlike Java wind charge mechanic, Bedrock Wind Charge affect differently on the players. Jave wind charge can launch players with full netherite just as high as not wearing one. While in bedrock, knockback resistance affect wind charge launches. Make it less versatile.
