I suggest adding a drawing canvas item for Creative mode. It can only be obtained via commands. Players can draw and name their creations on it. After saving, you can use commands to summon or place your drawn creations, including custom mobs, blocks and textures. It should also support modifying vanilla blocks. Thank you!
