Ice skeleton

The ice skeleton would emerge in ice caves or at night on the surface. The ice skeleton would shoot ice arrows that would slow the player down. Would the ice bow be obtainable through crafting or by killing the ice skeleton The ice bow could only be used if it contained ice arrows.
